According to Announcement No. 34 of 2019 by the State Administration for Market Regulation on the Implementation Requirements for the Management of Compulsory Product Certification for Explosion proof Electrical Products from Production License, explosion-proof electrical products will be included in the scope of CCC certification management from October 1, 2019. After the transition period of one year, starting from October 1, 2020, explosion-proof electrical products that have not obtained mandatory product certification certificates and have not been marked with mandatory certification marks shall not be allowed to leave the factory, sell, import or use in other business activities.
What is the relationship between the production license and explosion-proof CCC certification for explosion-proof products? What's the difference?
1. Different basic attributes
Production license: an administrative licensing act stipulated in the Administrative Licensing Law and other regulations
CCC certification: a product qualification assessment system implemented in accordance with laws and regulations such as the Certification and Accreditation Regulations
2. Different organizational implementation units
Production license: (National License Office, various product review departments) and provincial quality supervision bureaus.
CCC certification: The implementing unit is a certification body, which needs to be authorized and designated by CNCA.
3. Different certificate usage
Production License: One enterprise, one certificate, valid for 5 years;
CCC certification: divided by certification units, one certificate per unit; The certificate is valid for 5 years. If there are no changes to the product, production quality assurance system, etc., the certificate will be renewed upon expiration without additional testing or on-site audit
4. Scope of Management
Production license: limited to enterprises and units that use products listed in the Catalogue in their production, sales, and business activities within China
CCC certification: not only applicable to domestic production enterprises, but also to products produced by foreign enterprises sold within China
5. Different certification modes
Production license: initial factory condition verification, initial product sampling and testing, validity period supervision (self inspection and spot check);
CCC certification: Supervision after initial factory inspection certificate for product type testing (factory quality assurance capability supervision inspection, product sampling inspection)
